Classified collection serves a very small population: cleared officials inside a few states, working a narrow band of questions. Everyone else making consequential decisions about the wider world is reasoning from open material somebody else assembled.
That makes its reliability a structural problem rather than a quality one. Whatever error sits in the base layer propagates upward silently, and the better the reasoning built on top, the more efficiently it turns a corrupted input into a confident decision. Sound method on unsound ground does not fail loudly. It fails persuasively.
The industry solved collection years ago. It did not solve verification. Every load-bearing claim is tagged by tier and footnoted to a register reading, a stored identifier or a fetched URL. You can see which claims are measured and which are judgement, at sentence level.
